HOW DOES THE PUBLIC HEALTHCARE SYSTEM (SGK – SOSYAL GÜVENLIK KURUMU) WORK?

The public healthcare system of Türkiye, the General Health Insurance (Genel Sağlık Sigortası – GSS), is managed by the Social Security Institution (Sosyal Güvenlik Kurumu – SGK).It is a universal, contribution‑financed model that covers almost 99 percent of the Turkish population. The system is financed through taxes and contributions – employers pay for their employees, while self‑employed persons make their own contributions. The Turkish healthcare system follows a dual approach: universal public coverage through the SGK and a large, internationally recognised private sector. Basic medical care is generally free or heavily subsidised for insured persons in public hospitals (devlet hastanesi) and family health centres (aile sağlığı merkezi). Türkiye is known not only for its medical tourism – a dental implant here costs about 1,200 US dollars, roughly half as much as in the United States – but also for its high medical quality, which is comparable to that of the United States and Israel.

WHO IS ENTITLED TO PUBLIC HEALTHCARE COVERAGE?
